A Costly Gesture
According to the *Citizenship and Immigration* site, family class, economic
immigrants and refugee permanent residents totalled 280,636 in 2010. In
addition, there were 283,096 'temporary' foreign workers and 218,243 foreign
students present on December 1, last year. That's a total of 781,975.
Canada does not monitor exiting numbers. So, there is no way to know how
many 'temporary' workers or students will actually leave. "There has been
much huffing and puffing by politicians, the media and immigrant lobbyists
about the government’s plan to reduce the number of parents and grandparents
joining their immigrant offspring in Canada next year. Yes, the policy
change is unfair. Many immigrants have come to Canada having been promised
that their parents and grandparents could join them so that they can
continue the cultural traditions of their homelands and receive help with
family chores and child care. While immigrants clearly benefit from the
existing policy, the reality is that the benefits to immigrants come at the
expense of Canadian taxpayers. New data and studies show just how great
this fiscal burden is. Official statistics indicate that recent immigrants
have lower average incomes and tax payments than other Canadians, even ten
years after their arrival. At the same time, these immigrants on average
absorb at least the same amount of social benefits as other Canadians. As a
result, *$6,000 is annually transferred to the average immigrant at the
expense of Canadian taxpayers. In 2006, the value of these transfers to all
of the 2.7 million **immigrants who arrived between 1987 and 2004** and
still live in Canada came to $16.3 billion. Taking account of the 1.5
million immigrants who arrived since 2004 the fiscal burden comes to $25
billion in 2010. These fiscal costs represent a significant proportion of
the $55 billion deficit of the federal government projected for the fiscal
year 2011*.

Important here is the fact that parents and grandparents lower the observed
low average incomes of all immigrants. The reasons are obvious. They tend
to be elderly, have poor language skills and possess few marketable skills.
The numbers of immigrating parents and grandparents are high: 84,917 or 6.7
percent of the 1.3 million immigrants admitted during 2006-2010. The fiscal
transfers to parents and grandparents are much higher than those of the
average immigrant not only because of their low incomes but also because
they tend to be of an age where their demand for costly medical services is
at its highest level. In addition, many arrive in Canada with medical
conditions that went untreated in their home countries. Recently, at the
Dubai airport I noticed a long line-up of elderly persons in wheelchairs
about to enter a plane headed for Toronto, presumably in transit from
India. In the light of these facts it is obviously in the interest of
Canadian taxpayers to end the admission of parents and grandparents. This
can be done fairly by stipulating that immigrants arriving after some future
date will no longer have the right to have their parents and grandparents
join them as permanent residents, though temporary visits would be

*Black Comedy Staged In Winnipeg Court*
"A Winnipeg man on trial for rape claims he was forced to have anal sex with
his alleged victim against his will, accusing her of stealing his sperm so
she could have a mixed-race baby. [Keep reading, it gets worse.] When
asked by the *Crown* whether he thought pregnancy could result from anal
sex, the man replied: 'I'm not in the medical profession.' The trial
of *Hilaire
Ndyat*, 42, wrapped up in Winnipeg Friday, with *Justice* *Gerald
Chartier*reserving judgment on whether he will find the man guilty of
one count of
sex assault. His decision is expected next month. Ndyat, a native of the
Democratic Republic of Congo who moved to Winnipeg in 1996 [as a refugee],
is executive director of the *Winnipeg Afro-Aboriginal Crosscultural
Association* and is also involved with numerous inner-city and cultural
organizations and committees. [In other words, he doesn't have a real job.]
Ndyat is accused of raping a female acquaintance inside his West Broadway
apartment in March 2008, with the *Crown* suggesting he may have drugged the
woman's beer before raping her. However, while testifying in French at his
trial Tuesday, Ndyat *claimed it was the woman who forced herself on him and
that he didn't resist because women are revered in his culture and he didn't
know how to react to her advances*. Ndyat testified that he only resisted
when the woman removed his condom and tried to force anal penetration. 'I
found that disgusting. I pushed her away and ran to the bathroom to wash
up,' he said. 'In my culture, anal sex is taboo.' Ndyat said he became
concerned when he later discovered his used condom was missing* *and
remembered the woman had told him of her fondness for mixed-race children. 'I
thought she wanted a black man's sperm as she mentioned earlier during the
conversation that she'd like to have a mixed child, (she was) using me as a
sperm donor by stealing sperm from me,' he wrote in a 2008 statement to
police and his employer. When asked on the stand whether he knew that anal
sex doesn't lead to pregnancy, Ndyat said he is not a doctor. 'His version
of the events insults our intelligence and defies common sense,' prosecutor
*Lisa Cupples* told court during Friday's closing arguments. 'His testimony
makes no sense.' Ndyat's counsel argued *the woman's story is not
credible*and suggested Ndyat be acquitted."

This cloacal case is so ludicrous, you really have to hold your nose to gain
perspective. Look at Nydat: Fifteen years after arrival, his English is too
shaky for testimony; he is involved in several "cultural" organizations (and
despite his undoubtedly sincere interest in Afro-Aboriginal dancing and
drumming, he does not seem motivated to really learn about Canada); he
didn't drug and rape the woman, he insists she - incredibly - forced herself
on him and forced anal penetration (a poser for the poor chap because women
are revered in "his" culture); anal sex is taboo in "his" culture. Has
Canada's all-singing all-dancing multiculturalism morphed into something
else? Under the doctrine of extraterritorialism, foreign nationals are
governed by the laws and mores of their home country, not those of the
hopeless backwater where they find themselves surrounded by outlandish and
bewildering cultural curiosities.


While Mr. Nydat insists he must be the victim because women are revered in
his culture, a new study published in the *American Journal of Public Health
* would suggest otherwise: "More than 1,100 women are raped every day in the
*Democratic Republic of Congo*, a *US* medical report released Wednesday
says. More than 400,000 women and girls were raped [in one year,] 26 times
more than the 15,000 women that the *United Nations* has reported were raped
there during the same 12 months. 'Our results confirm that previous
estimates of rape and sexual violence are severe underestimates of the true
prevalence of sexual violence occurring in the *DRC*,' said *Amber Peterman*,
lead author of the study. 'Even these new, much higher figures still
represent a conservative estimate of the true prevalence of sexual violence
because of chronic underreporting due to stigma, shame, perceived impunity,
and exclusion of younger and older age groups as well as men,' she said.
[Wouldn't that imply anal sex? Another no-no in Mr. Nydat's righteous
world.] The study, which gathered data from 2007, did not capture sexual
violence among girls younger than 15 years or women older than 49 years and
did not include sexual violence among boys and men. 'Although the burden of
sexual violence among these groups is uncertain, a review of the records of
4,133 women attending *Panzi Hospital* in Sud Kivu showed that six percent
were younger than 16 years and 10 percent were older than 65 years,' said
the study. 'In addition, *Human Rights Watch* reported that sexual violence
in 2009 doubled in comparison with 2008. If this assessment is accurate,
then the current prevalence of sexual violence is likely to be even higher
than our estimates suggest.'" (*Agence France Presse*, May 11, 2011)
